You can notice in this video all text are in motion. Is it possible to have combination of motion and still images of the text where ever I wish? is there any effect for this?
You can take the time to learn how to do it yourself or collaborate with someone who knows how to do it.
Have you tried following the tutorial associated with that sample MP4?
Looks like it was made in After Effects (AE). From there, you can render a movie to import into Premiere Pro, import the AE Composition, or use a Motion Graphics Template (MOGRT).
You could try to build it from scratch in Premiere Pro, but AE is the better place for it.
