Sync settings in 23.5

I was really hopoing I could finally utilize the sync setting function in PP with the new releease 23.5 but alas I get the same old message. If I download first then I get my old settings... back to copy and past folders but it would be nice if it actually worked. Or am I doing something wrong? I have done alot of searching on this subject but nothing I tried has worked so far.

Check the activation of the synchronization function in the Creative Cloud application and in the Premiere itself

Yeah that's all good on my end but it just doesn't work. No matter what I try. I'll just go back to backing up settings the old fashioned way, manually.
