Enquanto estou movendo a agulha na timeline meu premiere fica piscando a tela, ao parar de mexer ele volta ao normal, todos os drivers de gpu estão atualizados, rtx 3070Ti com nvidia experience atualizado, R9 5900X, 64GB ram

You do not need the Nvidia Experience.

Make sure you have the most current Studio driver installed.

Do a manually clean install.
