The ctrl drag option is always on

I have this low option activated I don't know how to remove it it's hell, if someone has a solution it would save me (I don't press crtl at the same time)

HOW DID YOU ACHIEVE THIS???  MY GREATEST HOPE IN LIFE IS TO PERMANENTLY TURN THE CTRL DRAG OPTION ON!!!!
