Touching clips merge one frame in timeline

Does anyone else have this bizzare issue in premiere where video clips or adjustment layers that lay next to each other on a timeline seem to merge one frame? I only noticed when I would move a clip, it would maintain one frame of a clip it used to be next to on the timeline. It's as if clips are permanently bleeding one frame onto other clips. I'll cut the single frame out, then reextend the clip, and it doesn't solve the issue. This is happening on a few clips in a timeline of many, uncluding on one adjustment layer.

 

What the heck is happening?? I've been using premiere for ten years and never seen this. Program is up to date.
