Track matte rotates/scales with track

I can't seem to find a straight answer for this.  See attachments.  I have a basic rectangle on V2.  I put track matte effect on V1 with Matte mapped to V2.  Looks fine. Simple rectangle mask effect accomplished.  But I want to rotate the image track inside the mask, but the mask spins too.  It does this if I do a mask in Opacity effect control too.  How can I keep the track matte or mask to stay put while the image track can rotate/scale or whatever inside there?

Alternative, you can use text and a movie/still in the Ess Graphics. Both can be keyframed independently.

Mask with Text or Shape.
