Out of multiple Premiere Pro files, I have opened one file and found this issue:
Premiere states the video is untranscribed, yet it was transcribed as it was captioned (from the transcript), and the captions are still visible in the file.
Is there a way to retrieve the transcript the existing captions were made from?

I had not noticed this before. I am working in PR 24.4.1.
If you are in Timeline/Program Monitor view in the Captions Tab, and you pick "create captions from transcript," it creates a static transcript of the sequence, not a source transcript of the source file.
The captions are created from that static transcript.
So go to Program Monitor Transcript view and you will see your transcript.
I suspect the logic is that, if you had a sequence with many clips, it would have to transcribe all of them to get a source media transcript to use for captions.
