Trouble Transitioning from Adobe jpeg to Adobe mov File

I am trying to implement the "Flip Over" video transition to merge an Adobe jpeg image and an Adove mov video file, and the transition is not taking. I can attach it to the end of the jpeg or the beginning of the mov file, but I cannot merge the two together.

 

Has anyone else had trouble with this? Any advice? Is this even something I can do in Premiere Pro?

I am guessing your mov file does not have any handles.

Transitions need handles.

Trim off the end of the mov.

Stills always have enough handles to work with,
