I have recently moved all my files to another drive, and when I went to re link them, all of my clips and cuts I made just start at the very beginning of the source footage, so every single cut goes back to the very beginning. I quit without saving so I could relink them. I tried to relocate footage for an old project and was able to do so perfectly, but going back to the one I'm working on, it is still only playing the beginning of the source for each clip. I've done some testing, and it's one specific file that does this. The others in the project work as normal. Before transferring the files over, I renamed the one in the project. I'm sure this has something to do with it, but I'm not sure how. I already renamed the actual file to match the project's file to no avail. Anyone know what is going on or how to fix it? I've already tried turning on and off options in the "link media" tab before linking.

This is a known issue affecting some users in Premiere Pro 23.4 where the source footage slips to the Media Start rather than maintain the In Mark when the project is opened on a different system. Roll back to 23.2 or 23.3 or try the current beta 23.6.

I also have this issue where all cuts within the same clip roll back to the start. Happened on beta 23.6

So I've been able to repeat the issue, as stated by the orgional post -- anytime I relink media in a project, at every cut point the media restarts from the beginning of the clip. Therefore all my edits are out of sync.
This happened on Beta 23.6, then again on 23.3 when reverrting.
My workaround:
To open a auto save backup that has not been seen by the buggy 23.4 / 23.6 versions of the program, and to make sure the origional file paths remain. I found reopening an affected project file inside 23.3 still had the bug, so it must be an autosave or backup file not opened in a newer version of Premiere.
Hope that helps someone!
Hope this is fixed soon!

Part of the issue appears to be transcribed clips. It is supposed to be fixed in Beta 23.6 Build 2. I have not experienced the problem, and can't test.
