Unable to create Captions in the new v22.4

I am working on a project and imagine my shock! 

No matter how I tried (including rolling back to previous versions), I cant get captions to work? 

Someone please help! This is unacceptable!

In 22.4, what did you try? What specifically is not working? Screenshots would help.

Hi Stan, I did the followings: 

1) uninstalled the entire v22.4 and reinstall. I started a new project/ sequence/ transcribed yet yet nothing. 

2) roll back many different versions, even going to version 15. I restarted a new project/ sequence/ transcribed yet yet nothing.
