Unclear video in Premiere Pro

While I'm working in Premiere Pro, the quality of the images is really poor: the video is unclear, the captions are totally blurred out. When I export the sequence it looks good. But this really hinderce my work as I don't get the feeling of the editing work.
Does someone else has this problem? How can I fix it?

Did you check the playback resolution under the wrench in the program monitor?

Indeed, this helped. I put the playback resolution to 'full'. The video images are clear now, but the titles could be clearer. 
Am I still missing some function that is not set properly?

For the clarity of the text display, it is necessary to enable High Quality Playback as shown in the screenshot.
