Been having a very persistent error pop up when using Premiere Productions. Essentially every user on the network runs into this issue where they will try and save and will get the following message "Unknown error occurred. Please "Save As" the project in a different location." The only info I can find online is it may be related to storage, but our NAS has several additional terabytes of empty space so I am at a bit of a loss here.

I think so? There were a lot of cases where we would bring in production and then duplicate the project to continue working on them. If done incorrectly, it could cause duplicate IDs. There were other things we tried such as giving more storage to our NAS. One of those things eventually did the trick.
