I've looked everywhere to get this fixed, nothing works.

I don't really understand drivers, graphics, intel, nvidia etc. so please be detailed or "dumb it down".

Strange thing is, I have this issue on my gaming laptop from MSI, that's made to handle almost anything, has tons of disk space, and the better specs. Yet I did not have this issue on my average Dell laptop I got from school...

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
-for Premiere Pro and MAYBE Premiere Elements use the STUDIO driver, not the GAMING driver
-such as (this may not be the latest) https://www.nvidia.com/en-us/drivers/results/170344/
Also, if you have a laptop, you may need a 'laptop only' video driver, see this next link
-https://community.adobe.com/t5/premiere-elements/rendering-rtx-3070-supported/td-p/12141233
ATI Driver https://www.amd.com/en/support

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

I am sorry to tell you this, but that laptop of yours is now obsolete, and is now no longer supported any more by Adobe and the original hardware manufacturers. You see, both Intel and Nvidia had completely ceased all driver development for both of those GPUs a few years ago. The 4th-Gen Intel CPUs' IGP is technically still in legacy support (that is, only critical security fixes have been issued for newer driver versions for that IGP since 2017), while Nvidia had officially ceased all support outside of archived drivers for all Kepler mobile GPUs (of which the GTX 870M, which is actually based on a much older GeForce 600 series GPU, is one) in April of last year.

In other words, if neither Intel nor Nvidia will fix that problem, neither will Adobe.

So, I would not be surprised if a future version release of Premiere Pro would instead issue an "Unsupported graphics hardware" warning on launch, and then offer the user to continue with all GPU acceleration and GPU decoding and encoding disabled.
