Updated to Premiere Pro 24.1 and now can no longer open old video projects

I use Adobe suite for work in marketing doing video projects. I am self-taught and don't know much. I use YouTube and old projects from the person I replaced to learn. I am trying to open an old project from before the 24.1 update to copy a sequence into a new project and Premiere freezes at about 75% loaded and won't open. 

This is a huge issue because we edit a lot of projects each year to keep them up to date. I need to be able to access old projects. I tried uninstalling updates back to 24.0, I spent about an hour on the phone with IT and had my entire work computer/profile deleted and recreated and still nothing. Open to suggestions.

Have you tried:

1. Creating a new project in version 24.1 and importing the old one? That usually worked for me whenever Premiere got stuck trying to open a project.
2. Launching Premiere while holding Alt? That should reset your preferences (make a back-up of your current preferences first, or they will be lost).
3. Resetting workspaces? Custom workspaces sometimes cause issues.
4. Disabling "Restore Open Sequences when Opening Projects"? This is found somewhere in the preferences, but I can't remember the exact location off the top of my head. Turn this on before opening the problematic project.
5. Launching Premiere while holding other modifier keys to reset several other things? Shift to reset plugin loading cache, Ctrl + 3 to disable 3rd-party plugins. There might be an issue with a plugin that's not (yet) supported in the new version.
