upgraded my PC and premiere become worse!

I was using a laptop from 2018 until this month in 2023, its so old and damaged,
its intel  I7 7gen

gtx 1050

8 ram

hard drive 1tb

i was using premiere pro 18 and i didnt have any problem specially when i add red giant universe effects, but in after effect it was lagging all the time

now i build a pc

I5 12gen

rtx 3060

32ram

nvme m.2 ssd

and premiere 23 is good there but i can notice some lags, specially when i add universe effect the timline become red, while in my old laptop it was yellow!
i thought it was because my old pc was i7 and now i5, but i benched marked and the i5 12gen is more powerfull, and in after effect its so smooth, only in premiere 23
note* i upgraded windows from 10 to 11

so what do you think the problem, is it the version of the premiere, or the CPU, or i have to do something?

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)

I did it and it didnt work

They are now called Maxon plugins (Red Giant no longer exists). But, indeed, does updating Universe through the Maxon app help?

i think its because the new version of premiere, in older premiere its smooth
