I have a couple of users that upgraded from 23.3 to 23.4 (even though we try to control upgrades, this auto-upgrade stuff these days makes it difficult to wrangle). The upgrade results in a crash/error report on launch and Premiere cannot open. Uninstalling 23.4 and reinstalling 23.3 results in success and the program opens and works fine just like it did before the upgrade. Any ideas?

Ok, we know what's up in our environment now. A specific plug-in is causing the issue. Our vendor, BitCentral, sent out a bulletin on it, and I'm guessing they're on it.
