Hi there!
Sorry to hear that. Could you try resetting preferences? Also, try resetting workspaces and see if that helps: https://helpx.adobe.com/in/premiere-pro/using/workspaces.html
Let us know how it goes.
Thanks,
Kartika

Like before: File > New > Sequence or drag a 24 fps clip into the empty timeline.

You can change any parameter of footage by going to the project window, select the clip, right-click to access the context menu and choose Interpret footage. You can then change the interpretation to any speed you prefer.
Dumping a clip onto the new sequence button will create a sequence that will match the FPS of the clip selected.
Hope this helps.

Probably this is due to the new method of starting a project. The idea behind is that you want to start instantly with a project by selecting the clips needed: to skip the import stage of footage after the project has been created.
Although the new screen appears different, you can still do things the old way. Like Ann suggested, you can simply ignore the step of selecting footage and then choose Create. After that, the screen will look identical to previous versions of PPro.
