Hi Everyone,
Im using Premiere Pro 23.6V on windows 10. I had this issue previously on the 22V but it got fixed somehow,
I've used this footage previously on the 22v with no blurry or pixelated issue. I tried rendering the footage with media encoder and handbrake but it didn't worked i tried clearing media caches and it didn't worked and just so you know my all footages are having this same thing not just this one, every footage is just like that, my preview qualtiy is full, and i also changed workspaces and idk what to do so please helpp Thankss.

Your source footage is 1280x720 (29,97 fps) and you are placing it on a timeline that is 1080x1920 (60 fps) so to fill the frame you have to scale up the footage. This can cause issues.
So, what happens if you drop the 1280x720 (29,97 fps) footage on a matching timeline, iow 1280x720 (29,97 fps), how does it look then?

Why do you need 60 frames per second as a sequence setting? Don't you want to conform to the US playback standards of either 23,976 or 29,97?

you are right! i should be working on the standard fps But i feel like 60fps gives me smoother playback and i just don't do footages all the time but i do some animations and stuff, its just a personal choice. I made and edited these footages and animations before on v22 and some what v23 and it was all just fine!

Have you tried to hold down "SHIFT" while launching Premiere and check the box
"Clear media cache files"

Can you try going to Preferences under Media and deleselct the 2x checkboxes "enable accelerated hardware decoding" then restart your project.

Im so sorry to bother you guys! Thank you so much fo help but none of them are working I've opened new project on v22 and the footage is working perfectly fine.

Consider switching to a different Video Previews codec. Instead of i-Frame Only MPEG, choose Quicktime, Apple ProRes.

I did switched to Quictime instead of i-Frame Only Mpeg and yet nothing changed!
but the same footage is working perfectly fine on the v22. Maybe v23 is not supported on PC?

Is this only happening when you pause the video or also with playback? If the first, it could be that you have the Paused Resolution set to a low setting (e.g. 1/8th). You can change that under with the wrench menu and then select Full in Paused Resolution.

Have you tried updating to the Long term support version of premiere which is currently 23.6.9?

Its working perfectly fine in v22
maybe my specs are low idk!
