Video freezes when I fast forward

I have the latest Premiere installed V22.3.1 (build 2)  and I have been running into the video freezing when I fast-forward or rewind (pressing L or J)   the only way to get out of it is to restart premiere.  I saw a post about changing my memory setting to MEMORY from Performance, but this only worked for a little.  This is very annoying and it started happening after the latest install.  has anyone else run into this problem?  

 

The video I am working with is 1280x720 23.98 AVCHD H.264 4:2:0 codec
with 3 audio tracks 

My computer is a PC that is fully capable of handling this kind of video and has in the past.

I have a Dual 2.1Ghz processor with 64 Gigs of ram on windows 10

Processor Intel(R) Xeon(R) Silver 4208 CPU @ 2.10GHz 2.10 GHz (2 processors)
Installed RAM 64.0 GB (63.6 GB usable)

 

I got this PC 2 years ago, does Adobe require you to not only upgrade their software but also the computer?

It's not a workstation processor, and there may have been a time where Xeon was the 'best' processor for PP, but that time has passed now. But it is an 8 core, 16 thread processor, so it should be useable. What GPU are you using?

I'm using a NVIDEA Quadro P2000.  Should I be upgrading my GPU also?

 

Is there a CPU you really like that would last at least for the next 5-7 years?

I think the day has passed for Quadro's and Xeon's with PP.

 

I just updated my hardware with a new motherboard and processor, I went with an Intel 12900K and an MSI motherboard. I kept the 64gb from my previous build (2017) and also the graphics card (nvidia 1070) because they are kind of outrageous in price currently (but dropping finally).
