Video pixelated when exporting with noise / grain overlay

I'm trying to export a video with a grain effect - I've tried using both Noise on PP but also a downloaded overlay added as an effect, changed settings in opacity to overlay etc - looks great in PP but every time I export it, it's pixelated. Have tried different export settings but to no avail. Would greatly appreciate any advice, thanks!

Please post screenshots of the media properties, sequence settings, and export settings.

Try turning off Hardware encoding in the Video tab of the export settings.
