I recently upgraded to Adobe Premiere Pro 2023 from Preimere Elements 2023 and I am having video playback issues / glitches in PP 2023 which is EXTREMELY FRUSTRATING becuase I can't get anything done. I have a very powerful system with an Intel i9-9980HK@2.40GHZ, 2400 Mhz, 8 Core, 16 Logical Processor(s) with 64 GB Ram and a NVIDIA Graphic Card. When I monitor PP it is only using 28% of the system so I can't figure out what is going on. I had no issues editing video whatsoever with Premire Elements and the video playback was smooth when editing. I have tried every reccomendation I have found online and with YouTube videos where others have expereinced similar issues. I contacted Adobe and did a 1-hour remote session with a CSR which yieled no results after many changes. I would be interested in any solution anyone might have becuase I am at my wits end. Thank you.

Sorry for the late response. Are you still having issues? Does it happen on a specific project? What type of media file are you editing (codec/ format, frame rate, frame size)? Could you try switching Default Input to No Input and see if that helps? Edit > Preferences> Audio Hardware?

Yes, I am still having issues and haven't been able to complete a project since I upgraded in the beginning of October.
Adobe Support has been logged into my computer on 3 seperate occasions and were unable to resolve the issue. All three Adobe Support Reps said my hardware specifications were fine.
All of the media files are from my iPhone Pro. (4K at 60FPS HVEC) Switching Default Input to "No Input" did not help. Proxies did not help. Running the files through HandBrake to get a constant frame rate did not help.
I don't have problems with 1080 at 30FPS. It's the 4K files that PP doesn't like. Ahhh!!!

What are the hard drives (how many, what kind, what is on each, what capacity, and how full)?
Make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

Hi Bob,
I have a fast Samsung 1TB SSD. I'm at 50% capacity with most being active video content. I off load everything to my 15 TB network drives.
The latest Studio Driver from NVIDIA (NOT the Game Driver) was installed and configured by Adobe support.

A four year old 8 core isn't exactly a beast by modern standards, but you've got decent RAM though which helps.
What is your GPU? And what media are you working with?

Hi Neil,
I have two Graphics Cards in my computer: Intel UHD Graphics 630 & NVIDIA GeForce GTX 1650.
I purchased the computer 3-years ago and it was handling all of my sports video editing requirements fine in Premiere Elements 2023. So I film a lot of content in 4K@60 FPS on my iPhone and Premiere Elements 2023 can't handle the HVEC media. SO, I upgrade to Premiere Pro version 23.
Everything starts out fine. First 30 seconds of edits with 20 clips seems fine. Once I got to a minute, everything went south. Choppy, Lagging, Freezing, Ahhh!
Adobe has been logged into my computer 3 times. They tell me the hardware specs to computer are fine, and that everything is configured fine after they made several changes. Then they started testing Proxies on a new project and were doing simple editing with just straight cut transitions which was better but still Choppy, Lagging, Freezing, Ahhh!
