Video playback goes well for a few seconds, then stops, but audio continues

When I start to play my videos they go well for the first few seconds then stop playing video but keep playing adio. Then within another second it does the opposite; playing video (blurry and choppy) but not audio. Also, when the videos get done playing, the pictures afterwards look awful and blurry but not whe I stop the video and click on the pictures. Please help

Delete the Media Cache and Media Cache files:
https://community.adobe.com/t5/premiere-pro/faq-how-to-clear-your-media-cache-in-30-seconds-in-premi...
Then try pressing Enter to render the timeline and turn the red line above the timeline to green.

Set playback to Full in the Program Monitor Panel.
