I'm having trouble with video playback. On quite a few ocasions the playback freezes or there appear these dots on the preview monitor while playback resumes. It can sometimes be resolved after a few more playback attempts from different starting points but it's really annoying and often rime consuming
Meanwhile if I watch the original file on VLC media Player none of these issues occur.
It's hard to give fixed dara like resolution or frame rate because not all files have the same specs.
Can you help me?

For further information here are the technical specs of my PC
OS: Windows 11 Pro 64-bits (Version: 21H2, Build: 22000.978)
CPU 12th Gen Intel(R) Core(TM) i5-12400F 2.50 GHz.
RAM: 16,0 GB.
Hard Drive Space Available: 352 GB
GPU: Nvidia GeForce GTX 1650. (Version 516.94 Release date 2022/09/08).
Premiere Pro edition: 2022 (version: 22.6.2) Auto-update enabled.
As source files I mostly use .mp4 files with (720px60 fps or 1080px60 fps) with H264 and AAC codecs.
The setting: “Mercury Playback Engine (Software Only)” is on.
As far as I can see I don’t seem to have any crash logs.
To my knowledge I don’t have any third-party effects or codecs installed.
I’ve added the project file as an attachment.
If you need any additional information, please let me know and I’ll try to find it.

As you said, the issue has never been about opening the project, only during playback in the preview monitor.

Post screenshot of clip in media info in treeview.
Might want to set MPE to hardware instead of software.

Delete the Media Cache and Media Cache files:

Then try pressing Enter to render the timeline and turn the red line above the timeline to green.
