Video with Pixelated "Rings" After Export

Hi all,

as you can see from the screenshot this is what i see during the majority of the clips in this video i created. I see this strange pixelated "rings" on my clips. Now, some of this clips have been exported from AE and then put onto Premiere and they already had this rings problem, but i've also created some shapes with some shadings in it that have this problem after exporting.

 

Export settings: 

1920x1080 @60fps  (Native)

Render at maximum depth (checked)

Hardware encoding (checked)

Tier = High

VBR, 1 pass

Bitrate = 25

and how many passes should i set it to?

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

Shutter Encoder may also be used to convert to Constant Frame Rate:

LATEST

No vignette applied on any clips. I've applied only a spotlight light source in my AE clips that i've imported in Premiere. But the problem persists even in the clips that have no effect applied, such as a basic gray rectangle with a shading applied.
