This is fixed in Premiere Pro 24.6 and will ship in the next release as well. It was an issue with certain scaling % on Windows with certain zoom levels. What scaling % are you set to in Display>scale and layout? Thanks!

I sometimes see this.
I would not call it a bug but rather a minor flaw in the design.

@Ann Bens I call it a bug because It is tricky, I always think there is a one frame clip that I missed, always checkin frame by frame
