Weird sound issue.

In premiere current version, output sound level while editing, or making a print, is +20Db less than usual/it needs to be.
Alert sounds (while trying top move on with a dialogue box open) are at the usual level. Very frustrating. Output to three accessible sound systems is the same low level.
The levels from other sound apps are as usual.
What to do?

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.

I guess there must be a bit of code somewhere in Premiere that controls the sound level output to sound systems but where is it?
