Weird stutter/glitch on screen in playback only

Please help I haven't found anyone else experience this problem. I'm importing clips straight from my sony camera into premiere pro and before I edit or do anything to it it plays back with a weird stutter/glitch look almost similar to how old VHS tapes played back when they were worn out but on a much lighter level. Please see attached to see what I'm talking about as it is hard to describe unless you see it and from my research usually when people refer to stutter problems it looks a little different to my problem. Although it is only occurring during playback and will not see this in export I don't think it should happen at all as it is very distracting when I try to edit. If I playback these videos on my laptop outside of premiere pro either on my laptop's media player or on the camera I don't see this it only happens in premiere pro playback.

My laptop is a brand new dell xps 15 7590, 32 GB ram, 4kscreen, 4 GB GPU GeForce GTX 1650, Windows 10 home, Intel core i7 processor and have the latest premiere pro installed. 

The video below is shot on a sony a7c and it is 25fps HD video. 

I spoke with adobe support via chat for several hours where he proceeded to assist via bomgar remote support he tried clearing cache, updating drivers, checking and unchecking several other settings in premiere pro, changing audio to no input, removing premiere pro altogether and reinstalling, transcoding files even changing resolution to 1/2 and 1/4 and nothing seems to remove this stutter/glitch look in playback. He then said he'd have to forward my case on to a specialist as he couldn't help. I tried to do some digging of my own and read somewhere to try an older version of premiere pro so tried to play it on version 13.1.5 I think it is 2019 version and it still is doing it. 

Please help me it's really annoying and for the money we pay this should definitely not happen when the footage is straight from the camera prior to any effects etc and it's definitely not a Windows or camera problem as both laptop and camera is brand new and as mentioned before I have played this video back on normal media player on laptoo with no issues.

Any help or support would be really appreciated. Thank you in advance

Update: I tried playing this in resolve and it plays back fine. Please if anyone can help me or if anyone has experienced the same issue and has found a fix as I don't want to cancel and start learning a new editing program

Open nvidia control panel, go to manage 3d settings, press Program Settings , in drop meny chose premiere pro, find Vertical sync and press ON.

Hi there, unfortunately this problem is back! I've checked if Nvdia VSync settings reverted but they are still set to ON so have no idea why this problem is back. Please help me, I've searched everywhere online for a solution and everywhere it says to turn ON Vsync but mine is already on. What else can I do? It's extremely hard to edit video with this screen tearing/glitching. It only happens on premiere pro. Media player doesn't do this to the same video so it's not a camera issue.

Hi, sorry for late reply, Yes I initially had the older version and upgraded to latest Premiere Pro in hopes that maybe that would help but it's still happening on the latest version.

Hi, are you using the Studio drive or the gaming driver?

Also, some Driver versions are troublesome, can you check and tell us the version?

this one is recommended, but do a total remove and install: https://www.nvidia.com/download/driverResults.aspx/193884/en-us/
