What is the best way to create a title with logos to insert into Premiere Pro cc 2018

Would you suggest creating a title page in Photoshop with a couple of logos and a title and then importing them into Premiere Pro in front of a video? If so, what size should the page be when working with a MP4 video?

The page size would be the same as the footage used.

mp4 is just a format, can be anything ranging from stamp size to UHD or beyond.

All you need is height and width in pixels of your footage used, the rest is irrelevant in video.

While in the Premiere project go to File->new. One of the options is Photoshop document. It will create a photoshop file at the dimensions of your timeline. You can edit that file and place your logos and type where ever you want.
