What is the easiest way to switch and rearrange one Video TRACK with another?
For example I want to change the arrangement and order and move the whole V1 track to V3, so it can be on top of each other.

Easiest is a relative phrase: several ways to do this (imo depending on the timeline).
One of them being:
Add empty track between v3 and v4.
Select v1 (shift + track selected forward tool) move up to empty track.
Delete empty v1.
On a side note: when posting screenshots dont restrict them to a small area. At least show the timeline from top to bottom.
