My video looks fine in my timeline and I have zero issues. But when I export, everything becomes blown out and oversaturated. How can I stop this from happening?

Premiere is seeing your clip as probably HLG ... an HDR form. And even when you've brought the brightnesses down within a sequence, exporting HLG/HDR clips to a Rec.709/SDR 'normal' video color space option will get blown out media.

So ... go to the bin, right-click one or more of the clips, Modify/Interpret Footage, and go to the color management options at the bottom. Set the Override to Rec.709. Then from the Timeline panel, check the Sequence settings, make sure that is set to Rec.709 also.
