What happens if you just start Premiere Pro from the Start Menu and then go to File > New > Project to create a new project? If it works, go to Windows > Workspaces > Reset to Saved Layout.

  1.  Delete this folder and it´s subfolders by moving it to the trash: C:\Users\YourUserName\Documents\Adobe\Premiere Pro
  2.  FAQ: How to clear your cache in Premiere Pro 2019 - Adobe Support Community - 8324672
  3.  Use the Creative Cloud Cleaner tool to solve installation problems (adobe.com)
  4.  Reinstall the Creative Cloud app and reinstall the Adobe apps you use

 

Performing step 1 will delete the preferences/workspaces and custom keyboard shortcuts. If you want to save your custom keyboard shortcuts, save the .kys file from this folder: C:\Users\YourUserName\Documents\Adobe\Premiere Pro\22.0\Profile-YourUserName\Win

 

Step 1 solves most errors and step 3 is the last step to resolve issues.
