when i press ctrl and click a marker does not appear

okay so i got the adobe programs because of school and wanted to do some editing when home. i saw a cool technique for speed ramping clips and the guy said to press ctrl and click, and when i did it in my first project it worked, but only for that project because everytime i've tried after that it does not work and it is starting to get really frustraiting. so if anyone knows why this happened please tell me

Right click on the clip that you want to add speed ramps to, select Show Clip Key Frames>Time Remapping>Speed. Now you can use Ctrl+Click to set your keyframes. Hope that helps.
