Why does Premiere round 23.976 to 23.98?

Why does premiere randomly round 23.976 to 23.98 in the UI? I'm on 24.3.0 but it's done this for forever. Is this a bug?

Can you open the file in some other application like MediaInfo? What FPS does that report? Premiere Pro shouldn't be doing any rounding, only reporting the frame rate of the file.
