When I get into subfolder bins with Premiere Pro, I sometimes find that it will not allow me to create any more new bins, even though the folder I'm in already has a number of sub-bins that I have successfully created before. The "new bin" icon simply stops working, and right clicking to select "new bin" does not work either. Is this a bug, or is one limited to creating only a handful of sub-bins?
Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

Here's a possible work around. At the root level of the project, create a new bin and drag it to the bin you want it to live in... But gotta say this behavior would make me nervous. Something may be wonky on your premiere install or your project may be corrupt. Might make sense to create a new project and copy and paste the contents of the old project to the new project...
Generally, when posting a question, it's a good idea to tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card. May give us some clues as to what's causing the issue...

When I tried again tonight, I was able to use "new bin" after starting a new project just for test purposes.
I then found I could go into other sub-bins or sub-folders and create bins where I wasn't able to before.
That's confusing because after resetting preferences and workstation setups this afternoon, the "new bin" button still wasn't working. In fact, it got a little worse, as the "new bin" button this afternoon was greyed out rather than merely inoperative.
I've attached my system specs in case that provides any hints.
Ann, did you see the screen shot that I posted with my original question? I think that shows what you're asking for, but if not, please let me know.
CONCLUSION: So basically I'm back in business with the bins, though I'm not sure why. I'll keep an eye on it and try to look for some rhyme or reason should this problem pop up again -- which seems likely, since I've had the issue off and on over the last few days.
Still, wouldn't be surprised if I'm doing something wrong (or at least statistically unusual, so to speak), since I am finding the learning curve steeper than expected. That said, I am enjoying the learning experience and appreciate the suggestions from Ann, Mr. Grenadier and Peru Bob!
