Why is the Adobe Stock button grayed out?

Last week I was able to access the Adobe Stock templates.  Not now.

This is affecting me too. 
But only in Premier 2020. 
I've never cleaned Premiere 2019 off my system. I went back to it. Accessed just fine.

I had the same issue, however, when I opened a random tutorial it was available. I closed the tutorial and reopened my project and it was all

there again. Maybe a bug?
