Why is the Color Management section greyed out and you can't interact with it?

Yes, it is frommy android phone, I shot it in HDR.

Premiere may not be able to read the color space of that file. This would result in that situation.

In ShutterEncoder, a free utility app, you could tell SE to make that a say ProRes file, and transform to Rec.709. Then you'd have a file that was both a good editing format and usable color space and file color space information.
