why is there dark mode and darkest mode but neither actually dark mode?

I can not comprehend how someone could design a darkmode is not a dark mode let alone a darkest mode that still has glairing white menues!! WTF.

Adobe Premiere Pro 2025, fresh install. My bad I clicked the submit feedback button in premiere I assumed this would have been assocated with that.
