I have two 4K computer monitors and a 3 year old Nvidia GeForce GTX 1080 Ti video card. If I were to lower the resolution of the monitors to 1080p, would that speed up my Premiere Pro and After Effects?

Rendering to a monitor is up to the GPU. If you are using GPU intensive effects in either program then you may see an increase in performance but you're a bit behind the eight ball either way with that old card.
