workspace layout not fully restored on quit / restart

Tabs within subwindows are in several cases are not restored across quit & restart. E.g., the timeline window does not reopen the timelines I had in there. And the order of tabs changes, even if reopened. E.g., I always want the Project tab first in the window I have with Effects, Effect Controls, and others.

Could y'all please take a look at what goes into the .prpoj file and how it's restored on start-up?

You have created and saved custom workspaces, I have to assume? As Premiere doesn't allow for changing the built-in workspaces and saving without renaming to 'new' workspace.
