i imported clog 3 footage in premire pro,and i graded the footage ,after that i export the colour graded clip,but that exported clip is play in my phone,that clip is very saturated but pc monitor view is proper colour.

Learning how to handle multiple color spaces within a project is required now. As you have discovered.
For a start, go to the color management settings which are all now in the Lumetri panel Settings tab... the tab NAMED Settings.
Start with setting display color management, Extended Dynamic Range if on a Mac, auto detect log and auto tonemapping all on.
Set your sequence color space to Rec.709. Now all your clips should look like they fit within the color space. And after color corrections you make, should export consistently.
The whole Mac without Reference modes mess outside of Premiere, in displayed Rec.709 video files, is a different issue. But if you're on a Mac, we can talk about it also.
