YouTube won't allow me to set the thumbnail

I usually export to YouTube directly from Premiere Pro but this time I did it from Media Encoder.  I set everything as usual in Premiere Pro and then hit the button to upload via Media Encode.  The request was to render the video and then upload to YouTube.

When the upload finished, I noticed a funny warning that I had not noticed in Premiere Pro:  Uploaded (Warning...)

I clicked it and TextEdit opens (I'm on a Mac) and the entire time I've used Pr to upload to YT I've been getting this error (and I just hadn't noticed the error) "YouTube(WARNING) - Thumbnail couldn't be added. Error: The authenticated user doesn't have permissions to upload and set custom video thumbnails."

I had noticed that the thumbnail was not being set.  I just assumed YT was broken or something.

I searched the internet very briefly and found some pages but couldn't make sense of them.  My guess is that I need to somehow request more permissions but I don't know where to do that... in YouTube or some other Google page?

Has anyone else been through this process and figured out how to get the thumbnails of the videos to update properly?
