Zooming into frame without changing it's size

I have a video above another video and I do want to zoom into the upper video  without changing the position or size of it. How can I achieve this? See attachment for picture.

The upper video also is cropped.

Draw a shape in the EGP

Drop the video under the shape in the EGP and mask with shape

Video can be animate (scale) independent of the shape.

Yea, Ann's got it right. Create a shape, mask with that. Then you control the shape and size of the image "coming through" the shape/mask with animations for that shape. And it's completely separate from the size of the image "coming through" so that could be animated on its own if you want.
