Ability to choose bin or create bin and asset name when creating new sequence or an adjustment layer

Would like a dialogue box that allows the ability to choose an existing bin or create a new bin and be able to enter a name for the asset when creating a new sequence or a new adjustment layer in Premiere Pro.
