In the effect option panel, a selected clip/element will remain 'active' with name listed at the top of the panel, and it's parameters accessible (position, scale, etc). However if some other part of the interface is used before coming back to the effect option panel, the clip is still listed as active, with parameters still displayed blue, but are effectively 'locked', unless the element is selected again in the sequence timeline.
This should not be the case. If the parameters are clearly displayed and blue, they should always modify the corresponding clip, whether the clip has been re-selected or not, since there is no confusion as to what is being modified within the effect panel itself.
This is confusing at the very least, if not cumbersome and un user-friendly. And should be fixed.
The transcription page also has some form of this bug. When ever a change is made within the panel, the sequence needs to have it's timeline panel highlighted again by clicking within it, between EVERY CHANGE MADE in the transcription panel.
