Could not select effect at Essential Graphics Panel in Premiere Pro 2023 23.1

when drop or apply a effect to Essential Text at Essential Graphics Panel,
can not click the effect layer to move up or down or drop to group ,
only way is go to effect Controls panel ,click the effect ,then move up or down.
but Premiere pro 2022 could.
