Easier Ways to Scale Video/Photos/etc in Premiere

I edit video podcasts,  and I have to add a lot of photos as B-Roll over my work. Each photo is a different size and aspect ratio. I have to add in a slow scaling effect (zoom in /zoom out or panning right/left) to give the photos motion.

 

Is there a way to use a similar Autoframe feature to get photos the correct frame size? Additionally, is there a way to drop a simple slow scale effect on the picture?

 

In other words, instead of the Scale effect being based on frames, it can also be based on time or scale percentage. I use up some much time manually resizing photos and then adjusting the scale effect when I really just need the photos to zoom in at the same speed each time.

(NOTE: I understand that scaling speed is based on the time the photo is on the screen, (AKA the length of the photo on the timeline), but if there is a way for AI to auto calculate the speed based on the photo size and duration, that would be helpful instead of constantly keyframing it.)
