I want to Effect change to color in Premiere Pro on Chip Apple Silicon

I just changed my computer to apple m3 and found that my regular change to color effect is gone. For some reason, many of my previous projects cannot use the change to color effect. I tried to use Lumetri that you recommended, but of course it is not a replacement and it is very time consuming. I had to go back and edit and use the change to color effect on my old mac and export the alpha to use on apple m3. I want the change to color effect back in Premiere Pro

There is both the Lumetri HSL Secondary tab, which does this, and there's another color effect still in the app that can do this. So find that ... in the Effects panel.

The "obsolete" bin has been noted as that for over six years now. We've had time to try different methods and effects. That said, yea, it's annoying that some of that ancient code is gone.
