Premiere can certainly automatically assemble an edit from a properly formatted edl, aaf or xml file.

But if you don't have that, it's just as easy to type the numbers into Premiere in the first place.  Indeed, Premiere is one of the better tools for creating a properly formatted edl, aaf or xml.

You build a sequence.

 

If you want to use specific timecodes,

load your footage in the source monitor

type in your starting timecode in the timecode window at the lower left.

Hit Mark IN

type in your ending code in the same window

Hit Mark OUT

drag your marked clip into the timeline (or use "." or "," to insert or overwrite into your sequence.)

Repeat until finished

 

At that point you can output an EDL, XML or AAF -- but you don't need to -- because you already have an assembled sequence.
