basically in the subtitles window, when I change from one subtitle to another it takes a second, I suggest that that time or that animation be eliminated so the subtitling workflows faster

At the top of the Premiere Pro forums pages, you'll see "Ideas," which is a subforum. Put suggestions there.
Are you suggesting that when creating captions, some captions are very short? And that they should be made longer?
Are you using the Speech to Text transcription, and making captions from there? There are setting in the Create Captions dialogue that affect how long the captions are.
