2 side by side videos that can play independantly

Is it possible to make a video with 2 different videos side by side that can be played independantly?

i.e you can play video one for 5 seconds and then play video 2 for 7 seconds whilst video one is paused.

If I read your question correctly, that you want the end user to be presented with a frame with 2 video players that will allow you to stop and start each video independently, I don't think so.  All premiere can do as far as I know is prep the 2 videos.  Back in the day, this is something that you'd probably do in macromedia director which was an interactive authoring tool, usually used to create cd roms...   Might be possible in MIcrosoft's Powerpoint or maybe even in Adobe Acrobat...  or on a Web Page...
